Canada’s Labor Market Impact Assessment procedure works as proof that there were no Canadian citizens or permanent residents available or ready to fill up a specific position in Canada, and so because of that shortage the employer is allowed to employ a foreign worker for that position. To obtain an LMIA, employers have to go through a long process of advertising the opening on different platforms for at least four weeks and also interview the possible candidates who are Canadian citizens or permanent residents. The business will get an approval to hire a foreign worker if they are able to prove that those interviewees did not suffice the job description.

A lot of detailed factual work is done on LMIA applications and they require lots of paper work and statistical tabulation. Employer has to submit a summary of all the Canadian applicants for the opening with the figure of offers made to different people for employment and the figure of unqualified candidates. Employers are also supposed to provide a detailed description of why all Canadian not hired were not a good match for the job. Not to forget, not all work permit types necessitate a LMIA to be issued.
